Where the Law of God Is
The mouth of the righteous utters wisdom, and his tongue speaks justice. The Law of his God is in his heart; his steps do not slip.

Where the Law of God Is
He speaks justice and utters wisdom because the Law of God is not in a book, not in his ears or on his tongue, but in his heart. No one can rightly understand the Law of God unless it is in his heart, and he loves it and lives according to it; this is done by faith in God. Therefore although the wicked make much talk about God and His Law, and boast that they are teachers and experts in the Scriptures, they never speak justice or wisdom. For they do not have it in their heart; therefore they do not understand it. . .. In addition the steps of the righteous do not slip but go straight ahead, safe and sure, in good conscience, because he is certain of his cause and will not let himself be seduced by the laws and doctrines of men. But the wicked always fall and slide around, and their step is uncertain, because they remove the Law of God from faith and thus misunderstand it. Thus they wander about as their own ideas lead them or the laws of men instruct them to do first this, then that work.
