The LORD saw that the wickedness of man was great in the earth, and that every intention of the thoughts of his heart was only evil continually.

The Intentions of the World
We draw the universal conclusion that without the Holy Spirit and without grace man can do nothing but sin and so goes on endlessly from sin to sin. But when there is also this added element that he does not uphold sound doctrine, rejects the Word of salvation, and resists the Holy Spirit, then, with the support of his free will, he also becomes an enemy of God, blasphemes the Holy Spirit, and completely follows the evil desires of his heart. . . . Or is not Psalm 14:2-3 general enough when it says: "The Lord looks down from heaven upon the children of men, to see if there are any that act wisely, that seek after God. They have all gone astray." [See also Romans 3:10; Psalm 116:11; Romans 11:32.] All these passages are very general and most emphatically conclude in our favor that without the Holy Spirit, whom Christ alone bestows, man can do nothing else than err and sin. . .. This is also the reason why it is the office of the Holy Spirit to reprove the world (John 16:8), namely, that He might recall the world to repentance and to a recognition of this fault. But the world remains the same; even when it is reprimanded by means of the Word of God, it does not listen.
